SVDN Employment Opportunity-Executive Director-Dakota Tiwahe Services (02.26.21)

Position Summary: The Executive Director provides leadership and direction in the delivery of all programs for Sioux Valley Dakota Tiwahe Services (SV-DTS) and reports directly to the Board of Directors. In collaboration with the Management oversees the management of the Administrative office and the Sioux Valley community office. Develops and implements Child and Family Services (CFS) programming within the Agency that are consistent with the culture and traditions of the Sioux Valley Dakota Nation (SVDN) with the primary focus on prevention and keeping families together and within the community whenever possible. 

Duties:

Carries out the duties and responsibilities assigned to the Executive Director under the provisions of the Child and Family Services Acts and the direction from the Sioux Valley Dakota Nation community to offer programming that is consistent with the culture and traditions of the community.

  • In charge of ensuring the development of administrative policies and procedures for the delivery of programs and administration of the agency.
  • Monitors CFS legislative amendments and program initiatives of other jurisdictions and is up to date on general developments in the CFS area. 
  • As required, ensures the sub-agreements between SVDN and SV-DTS and SV-DTS, DOCFS and Southern First Nations Network of Care (SFNNC) are in place and current.
  • Ensures that annual on-going review of service delivery to all SV-DTS offices are complete.
  • As required, signs all agency Foster Home Licenses and consent for all permanent wards requiring significant medical procedures. 
  • Responsible to ensure the preparation of the annual budget in required time frame.
  • Ensures the preparation of all financial reports to the Board of Directors, SFNNC and the Indigenous and Northern Affairs Canada (INAC).
  • Negotiates with various government departments to secure funding for new program initiatives.
  • In conjunction with the Human Resource Director establishes and approves recruitment procedures ensuring that the correct number of adequately qualified staff are hired
  • Provides direct supervision to the DTS employees.
  • Ensures the preparation of statistical data to the Board of Directors in required time frames.
  • Provides program consultation and liaison by holding regular meetings with the management team identifying policy/program changes and ensuring all problems/concerns are addressed.
  • Contributes to the development of new policies, standards, systems, and procedures by reviewing activities with management team / Board of Directors and participating in committees as required.
  • In consultation with Board of Directors and management team identifies new initiatives and future agency direction.
  • Attends meetings with the Executive Directors of the other agencies and Agency Relations meeting with the SFNNC agencies.
  • Ensures Capacity Building Workshops occur semi-annually with community resources and membership to foster positive working relationships
  • Meets with Board of Directors on a regularly scheduled and emergency basis. 
  • Meets with the Chief and Council regarding CFS and other related matters.
  • Responsible for ensuring building maintenance at the SV-DTS Administrative office in Brandon, ensuring that all janitorial and renovation contracts are reviewed and are within budget.
  • Represents SV-DTS at public events, meetings, and conferences, etc.
  • As required meets with various government departments/officials to advocate on First Nation Child & Family Service issues.
  • Cooperative, respectful, and helpful to clients, foster parents, collateral’s, committee, and community members.
  • Promotes SV-DTS’ image by regularly participating in community events and activities.
  • When in a conflict-of-interest situation i.e., family related case, immediately refers to an Assistant/Management for follow-up.
  • Other duties as may be assigned by the SV-DTS Board of Directors.

  • Proficient with software applications (Microsoft office, Word, Outlook)

Qualifications

  • University degree in a related human services field (e.g., psychology, family studies, human ecology, education, community development, sociology, social work) 
  • Knowledge of the current Child and Family Services Act, Standards and Legislation pertinent to child welfare and social work 
  • Five or more years of demonstrated senior executive leadership experience 
  • Ability to provide as a condition of employment a satisfactory Criminal Record Check with Clear Vulnerable Sector Search, Clear Child Abuse Registry Check and Clear Adult Abuse Registry Check
  • Demonstrated knowledge and respect for Indigenous culture and communities 
  • Ability to speak Dakota a definite asset
