SVDN Employment Opportunity – Executive Director -Dakota Tiwahe Services (2021.04.06)

Position Summary:  Reporting to the Dakota Tiwahe Board of Directors, the Executive Director is responsible to provide leadership and direction in the delivery of all programs for Dakota Tiwahe Services (DTS). The Executive Director strategizes, implements, and evaluates Child and Family Services programming within the organization that are consistent with the Dakota language, culture, and traditional practices of Sioux Valley Dakota Nation (SVDN). The Executive Director will lead service delivery with the primary focus on prevention ad early intervention practices, family preservation planning, enhancing family and parental capacity within the community whenever possible. The Executive Director is responsible for developing plans for transition and implementing the process of the intervention mandate for DTS from Dakota Ojibway Child and Family Services (DOCFS Inc.). The Executive Director works closely with SVDN Governance Team in the development, transition, and implementation of SVDN Child and Family Services law and legislation as per Bill C-92.


  • Develop the policies, practices, and evaluation mechanisms for DTS to have operational and administrative control over services delivered within the jurisdiction of SVDN
  • Develop and implement a transition strategy in preparation for the integration of intervention services to DTS with a consistent focus on a child centered family supported approach, promoting best practices to enhance quality service and desirable outcomes for SVDN children, youth, and families
  • Ensure operational, administrative, Information Technology, Financial, Legal and Human Resource mechanisms: policy, procedures, agreements, strategic business plans, data base, record security, business incorporation and other processes required to complete of attainment of the provincial mandate and DTS having full capacity to work as an independent agency are implemented, delivering full range of services  
  • Ensures the responsibility of overall administration of the DTS offices
  • Works closely with the Financial Controller to forecast, plan and strategize program objectives and budgets to deliver programs monthly, quarterly, and yearly or as per required timelines for completion  
  • Negotiates with various levels of government departments to secure funding for new program initiatives
  • Establishes and maintains the DTS organizational structure and determines human resource requirements. 
  • In consultation with Board of Directors and management team identifies new initiatives and strategic action plans

  • University degree in a related human services field (e.g., psychology, family studies, human ecology, education, community development, sociology, social work) 
  • Knowledge of the current Child and Family Services Act, Standards and Legislation pertinent to Child and Family Services and Social Work 
  • Five or more years of demonstrated senior executive leadership experience required
  • Strong problem-solving, delegation, coaching, conflict resolution, and interpersonal skills essential
  • Demonstrated ability to plan, organize, and execute initiatives 
  • Ability to respond to emergencies, hostile behaviour and maintain control in high stress situations
  • Excellent written and verbal communication skills and ability to work with a wide range of stakeholders
  • Experience in proposal writing, grant applications, or funding requests
  • Ability to manage confidential information and situations in a respectful and professional manner
  • Analytical skills related to budgeting and financial management required 
  • Proficient with software applications; Microsoft Office and Outlook
  • Knowledge of/experience in and respect for Indigenous organizations is a requirement
  • Knowledge of the Dakota language and culture
  • Ability to provide as a condition of employment, a Satisfactory Criminal Record Check, Clear Adult Abuse Registry Check, and Clear Child Abuse Registry Check
