Request for Proposals (RFP) – Sioux Valley Dakota Nation Education Evaluation

The Sioux Valley Dakota Nation (SVDN) is accepting proposals for experienced Indigenous individual(s) or companies to submit a quote with a proposed method on how to approach a governance, administrative, and student achievement evaluation of the Sioux Valley Dakota Nation Education Department (SVDN ED) from 2020 – 2025.

A proposal in response to this RFP for a DAKOTA First Nation School evaluation in Manitoba (K-12), must prioritize cultural competence, community engagement, and pedagogical quality.

The closing date for this RFP is Wednesday, May 20, 2026, at 4:30pm.

Statement of Work and Project Description: The SVDN has initiated a governance, administrative, and student achievement review of the SVDN ED for the period from 2020 to 2025. The SVDN Leadership have created a Review Committee to undertake an evaluation to prepare a report on the SVDN ED to the SVDN Leadership and community. The Review Committee requires a Reviewer to assist in the preparation and completion of a Final Report outlining the findings and recommendations.

The review will include an examination of: (1) the role of the Board; (2) the management of organizational and operational responsibilities and adherence to policy and procedural requirements; and (3) the administration of program and service delivery for children.

Responsibilities: The Reviewer will report to the Review Committee and have the following responsibilities:
1. Write a draft and final report on the findings to the Review Committee.
2. Review of any relevant documentation on outcomes.
3. Review Annual Reports, other documentation, current / new work plans and utilize other methodology to identify what is working well and what needs improvements in SVDN ED.
4. Conduct research and prepare documentation as directed by the Review Committee (background on the SVDN ED, review instruments, summaries of earlier evaluations, and other documentation as required); and
5. Attend meetings related to the SVDN ED review as requested by the Review Committee.

Qualities of the Review Contractor: The successful candidate and /or company will have a demonstrated understanding of First Nations education including the role of local First Nations education systems and possess a working knowledge of First Nations schools in Manitoba. The candidate shall also:

  • Have demonstrated experience and knowledge in conducting organizational and educational reviews of this nature.
  • Understand thoroughly First Nations preferably Dakota histories, education, languages, philosophies and aspirations.
  • Be able to meet the requirements of the RFP and timelines or have access to a team of professionals with the required expertise to do so.
  • Possess education related experience to carry out the nature of this Review.
  • Have current professional technology-based software for managing, analyzing and synthesizing the volume of data generated by this Review.
  • Clearly understand First Nations preferably Dakota protocols, ethics and research methodology.
  • Possess excellent interpersonal communication skills and writing skills; and
  • Submit at least two portfolio samples of similar past Reviews completed.

Proposal Submission Requirements:
All proposals shall include the following information:
1. Project Overview: This section will. Include credentials, relevant past and current experience, the approach to the scope of work, a timeline for activities, management approach, work statement and schedule.
2. Capabilities and Experience: This section will highlight relevant experience, skills and capacity, resources and or facilities to support work, foreseeable challenges and how to work with them, examples of recent relevant work.
3. Project budget: A detailed cost breakdown inclusive of salaries, resources, travel, materials, printing, and payment schedule. The budget should include a meeting for project initiation and another for final presentation on research.
